Open http(s) links tapped in the mobile terminal

URLs printed in the mobile terminal are inert text. On iOS there is no selection or link handling. On Android you can select and copy, but not open the link. Web already detects terminal links.

Tapping an http(s) URL should open it. Taps that miss a link should still focus the keyboard. File paths can stay detected but unopened until there is an in-app destination.

The original report is #11439. #8471 implements tap-to-open on iOS and Android and was closed pending agreement on that scope.
