Some thoughts
- If users want to capture new data, they must create baskets (even if they do not know what that is)
- If users must already capture data because they import data, they do not need to create a basket, but maybe they want to
- If they want to do both, they would need to create a basket, but only if they really want to capture data in different datasets, otherwise not
Therefore, there are:
- Those without data
- Those with data
and
- Those who do not want to actively use baskets
- Those who want to actively use baskets
Theoretically, you could do the following:

Create the baskets without asking, regardless of whether they come with data later or not |
Ask if they want to create baskets or not |

Do not create the baskets (created with import); if they come with data later, they are captured in the same basket |

Whether they want to actively use baskets or not could depend on the expert mode
