Move clroni into its own repo

Because clroni is .NET binding with access to nuget and docfx documentation, it should be on its own repo with automated builds etc. C++ bindings can stay put for the time being.

Note that with the current Multiversion tool, we must keep the old dependencies for building C# docs in sphinx in both Pipfile and conf.py.
