Subject: [PATCH] chore: add security policy, Dependabot config, and dependency
 review

- SECURITY.md pointing reporters to private vulnerability reporting
- Dependabot version updates for bun and GitHub Actions
- Dependency review workflow that blocks PRs adding high-severity deps
