Subject: [PATCH] Add repo-token to arduino/setup-protoc in sdk-gogenerate

Fixes 'unable to get latest version' errors from arduino/setup-protoc
caused by unauthenticated GitHub API rate limiting. GITHUB_TOKEN is
automatically available in workflow_call runs, so no caller repo needs
to change how it invokes this reusable workflow.
