Nuget packages are live!

4 packages, base, advanced, dev tools, and the VS templates.

Obviously still as experimental as always, but at least now you can package ref.

Plan will be to cut new releases as often as we have any significant changes (i wanted to do a release per-PR, but the Microsoft signing infrastructure has a manual approval step... boo!).

There is a brief race condition where we submit the new templates to main, then stamp the build... then we have to wait 30 minutes up to 3 hours for it to be live on Nuget.org... so, just beware. :)
