Subject: [PATCH] build: ci: pull the CI images from the meta organization

The repository moved from the facebook organization to meta, and its
container images moved to ghcr.io/meta/bpfilter. The CI jobs still
pulled ghcr.io/facebook/bpfilter, which no longer exists, so every
build and test job failed to start its container.
