[Suggestion] Private Message events/support

Hi! If you could add Private Message support, that would be awesome.
Some things you could do:

• Event listeners
• Possible new plugins/templates?
• Updates in Command Contexts (e.g. a Close/Claim command in PM's only)
  I'm planning to make some sort of modmail if this could come out. That would be a great example for this suggestion, like this:

1. User DM's the bot with info
2. Bot uses the create channel command to make a special channel.
3. Admins can send messages in the channel. The bot will send messages in the DM.
4. If a admin were to claim/close, the bot would send it the information. Then, a feedback form.
   (claiming/closing can be useful, too. PM'ing is the main feature here.)
