[Feature Request]: The pagination toggle in `table_with_settings` is unintuitive when trying to download a table

Feature description

If the toggle is turned off, the toggle ball is on the right side, when it's turned on, the ball is on the left. That's contrary to how the toggles behave usually (at least in countries that write left to right).

I agree with @kpagacz. Usually, toggle left is disable, and toggle right is enabled.
