[Feature Request]: Sidebar with accordion in the encoding panel

Feature description

We got a feature request from a user during the feedback gathering session for the UI/UX refactor of the teal sidebars.

Is it possible for it to have some an icon when encoding panel is hidden (like the filter tab one does)?

This feedback eludes to the creation of the encoding panel as a sidebar similar to the teal sidebar. Once we have a shiny module to achieve this, we can reproduce this in the teal modules that need this.
