Configurable consistency for querier

Hi All,
As far as I understand, currently Mimir (same as Cortex) prefer consistency over availability, so, if there's no quorum ingesters or store-gateways present to querier - it returns 500 to user.
Is it possible to make it configurable, per tenant or global? Probably, separate for ingesters and store-gateways. I.e. introduce ANY consistency - just return data from any ingester / store-gateway even if quorum is not available.

At the moment, it's not possible.
