Add modal feature to common logic module of PAINT

Right now, the common logic module of PAINT does 3 tests:

1. Check if there is experimental support for annotations
2. Term is valid (ie not obsolete)
3. Taxon constraints are respected

We would like # 1 (Check if there is experimental support for annotations) to be in PAINT, but not in the touchup corrections to the families.

• Touchup will only do # 2 and 3.
• PAINT will do all (1, 2, and 3)
