Describe the bug
When a user selects an AI provider/tool to be injected into a new empty workspace, the workspace intermittently fails to start. The issue does not reproduce consistently, the same configuration sometimes works and sometimes doesn't.
After clicking the Restart button, the workspace started successfully and the AI tool became available in the container.

Steps to reproduce
- Open the Eclipse Che Dashboard
- On the Get Started page, select an AI provider in the AI Selector widget
- Start an empty workspace
- Observe that the workspace occasionally fails to start
Expected behavior
The workspace should start successfully every time an AI tool is selected, regardless of whether it is an empty workspace or not.
