Could not enter Debug when Debug View is not Switched ON

When Debug Without turning on Debug Perspective
It pop up the following Dialog in WIN10

and pop up the following Dialog in Linux（ubuntu 24.10

When Debug Perspective is turned on，everything is OK.

Compare to C ++ Debugging, Debug Perspective is prompt to turned on When start a debug session
