lock: take subc-daemon 0.32.9, subc-protocol 0.29.4, subc-os 0.1.9

subc-daemon 0.32.9 fixes a build.rs that watched ../../Cargo.lock, a path
that doesn't exist in a crates.io copy, so cargo recompiled subc-daemon and
everything above it on every test build. A second `cargo test --no-run -v`
now reports Fresh. 0.32.9 requires the newer subc-protocol and subc-os, both
runtime dependencies, so this deploys; both real-daemon tests pass.
