sustainability: mirror inventory update to 9 instances

Twin of the Go StaticInventory() change in website-backend
(sustainability: sync inventory to current 9-instance fleet). This
file is the fallback rendering source for the infrastructure table
when the backend report arrives with no inventory slice.

- Add gateway-ops (Teleport proxy) and vault-ops (HashiCorp Vault
  Transit + Raft), both provisioned 2026-04-13
- Rename envoy-ops -> envoy-ops-new and flip zone CH-GVA-2 -> CH-DK-2
  after the 2026-04-13 migration
- Header comment bumped from "7-instance" to "9-instance"
