Convert Windows menu bar to an ImGui one

This is one of the only Windows specific parts.
Moving it to ImGui would make it more like the rest of the UI code and also make any future cross platform version simpler.
Just have to make sure it retains the current functionality.

• Alt style shortcuts for navigation still work
• Full keyboard navigation as now
• Anything else they may be doing (file dropping)
