Merge tags should have more flexibility

Merging tags when pasting replaces tags on the object being modified with tags from the clipboard / copied object.

It would be nice if it allowed you to pick whether to prioritize keeping tags on the object or on the clipboard. For example, clicking the 'paste' option would yield these choices, with descriptions for ease of use:

Replace - replaces all tags with copied tags
Merge (keep overlap) - add copied tags that are not already defined
Merge (replace overlap) - replaces any tag defined in copied tag

or maybe let the user decide how to merge for each tag in a list? default for each tag could be to be included, show a tableview with 3 sections (lists): tags to paste, and tags of object into which we paste, where you could remove tags you don't want from both lists, resulting in the new tagset (third list). If we get 2 values for a key, we combine them with ";" as usual. Right now, it merges the tags, and you do not see what it does, so every time I go to the tags tab afterwards to check the tags.
