It looks like you're just converting between utf-8 and utf-32, do you really need external machinery for that? Afair it should be just a bunch of bit shifts.

the implementation is a bunch of bitshifts. what's failing is a test case to ensure that the shifted bits are the bits that should be shifted. Can you provide a full log of the cmake build so that I can see what compiler and libs are being used.
