[Debug info screen] Improve local resource inspection #2849

Issue body actions
- Move "Involved resources" card above "Debug info" card
- "Involved resources" card:
- Show local resource before remote resource
- Rename "Inspect resource" to "View item" (alternative: "Open in app"). Something that clearly invites the user to click it to view the item. "Inspect resouce" does not invite.
