ASA Go: Forecast Date vs Update Timestamp

Describe the task

Create some consistency b/w the update timestamp vs the forecast timestamp on the mobile app

Acceptance Criteria

• Persistent banner always shows viewing date + "valid until" timestamp [ HH:mm {Today | Tomorrow} ]
• API data includes the issued timestamp and the expiry timestamp for all advisories/warnings to identify stale data
• Same day runs (8am, 12pm, 1pm, 2pm) are valid until 6pm on the same day (before 5:45pm forecast run)
• 5:45pm run is valid until 8am the following day
• Persistent banner changes colour if past expiry time

Additional context

• Devs to creatively work on the UI to make the dates/times fit within the banner { Raj's previous designs }
• Next steps: Track Devices that haven't received an advisory/warning
