SFMS Insights: FBP Outputs

Describe the task

Generate HFI and all it's intermediate fire behaviour outputs (ROS, SFC, FMC, TFC, CFB)

Acceptance Criteria

• SFMS: Foliar Moisture Content (FMC) #5656
• SFMS: FBP Scaffolding - Surface Fuel Consumption (SFC) #5674
• Dev: Consume the 2026 Fuel Grid #5429
• SFMS Insights: Grass Curing #5612
• SFMS Insights: Green-up #5613
• SFMS will generate FBP 1992 outputs using the current FWI 1987 system
• Store HFI as well as all it's intermediate fire behaviour outputs
• Compute for forecasts and actuals
• FFMC + BUI + wind speed + direction
• Elevation lat + long + slope + aspect
• SM to alert Vendor once the first output is calculated, and when available on the API
• SFMS: Use latest actuals and forecasts for all runs #5693
