Build fails due to fetching non-existing URL during build-stage

The problem

Builds fail on the current master due to a non-existant link/URL introduced by b13a74f in the Dockerfile.

Reverting this commit should fix the Build-stage.

This URL is only available since signal-cli v0.14.6, so a release with the still referenced v0.14.5 would fail.

Yes, I know. Unfortunately I realized that too late when merging #869. If you are building the image yourself, please revert the commit for now. Sorry for the inconvenience!
