Motivation
When this repository was first created, we copied the CONTRIBUTING.md file from the az-digital/az_quickstart repo but that file is pretty Quickstart-specific.

Make CONTRIBUTING.md file in this repo suitable for any repo (more generic). Individual repositories can still maintain their own project-specific version, if needed.
