https://github.com/astropy/astropy-iers-data/blob/main/scripts/update_data.sh currently only downloads data but not the readme that comes with them even though we include readme in the data dir.

And just a note we should probably have a test that checks the hash of the Readme explicitly and requires manual updating if it changes

To be clear I don't mean compared to some advertised hash during download, I mean we should literally not expect the Readme to change during automated updates

where are these readme file served, btw ? I looked in the vicinity of data sources but didn't find anything very similar to the files we currently ship.
