Don't see any latest PHP options on Windows platform

Installed plugin on windows platform but don't see any "Latest PHP" options in interpreters list

Unfortunately, Windows is not supported as Travis doesn't have Windows machines. Other build services have to be investigated. Meantime, I'll update the docs accordingly.
