[Packaging][Python] Build and test against Pyodide 314.0 (`2026_0` ABI)

Hi! We've released Pyodide 314.0.0 recently (blog post, CHANGELOG), which brings forth a new Pyodide 2026_0 ABI.

PyArrow in Pyodide 0.28 was disabled for users because it has not been built against this new ABI. It was later built in pyodide/pyodide-recipes#580, but it would be great if the testing infrastructure can test it here.

Not stale – we've made more changes to our build system in the past year, and we have a new ABI as well. I'll pick this up again and see what can be done.

I updated the issue description to reference the Pyodide 314.0 release (https://blog.pyodide.org/posts/314-release/) instead of previous releases, since we've made some progress on new ABIs and PyArrow has been re-enabled. This issue is now just about building and testing PyArrow with the latest stable Pyodide 2026_0 ABI.
