Create Actor UUID used internally by substrate

From Michelle Au (@msau42): If a new actor with the same name as a previously existed actor gets created, substrate should be able to distinguish between them. (for example: to clean up orphan resources left by previous actor)

This has been achieved in #409, the uid idea was added to docs/api-style-guide.md.
