2.15.3 release changed checksum

Describe the bug
In earlier downloads the 2.15.3 release had a different checksum then it does now.

To Reproduce
Steps to reproduce the behavior:

1. Download 2.15.3 release
2. Compare checksum against earlier download

Expected behavior
The git manual says re-tagging is "the insane thing" to do, so I imagine that a changed checksum is very likely a compromise of the repository. If the repository was not compromised, could you point out what changed?

Can you please summarise that mentioned internal ticket? eg, do you plan to investigate and explain the checksum mismatch or make a new release any time soon, or are you abandoning the project and we should deprecate and disable the formula?

Yes, this tool is being deprecated in favor of hashicorp/terraform#38719

Feel free to deprecate the Homebrew formula
