[Defect]: Crash when zooming large .rpd format file

Not sure if this happens on large .db files, don't see a reason why it wouldn't, but so far I can only reproduce this using the llama2_70b_lora .rpd file.

Steps to reproduce:

1. wait for file to load
2. zoom in and out agressively.
3. hope for crash

Screen shots from a few debug sessions attached. Seem like there is a race condition Memory Manager still.
Looks like BitSet's iterators are being changed while they are in use.
