Subject: [PATCH] ci: run Vercel deploy jobs on GitHub's standard runners

The ten preview and production deploy jobs moved to Blacksmith in #8101.
Measured since, they take 1m44s-2m19s there, about what GitHub's standard
runners gave before the move: a third of each job is uploading to Vercel
and waiting on it, which a faster runner does not change. Standard runners
are free for a public repo; these jobs were about $330 a month of
Blacksmith time. Test and Typecheck stay on Blacksmith.
