[Other] improvement required - 多拨检测策略（单种子多IP）遭遇针对性规避

问题描述 - Issue Description

123.156.69.0/24网段的多个ip分别下载vcb studio的不同种子，感觉是对本工具的多拨检测策略做了针对性规避，需要改进多拨检测的策略。目前个人没什么好想法，可以打个todo。

由于相关编写模块的维护者已有一段时间不活跃了，考虑到逻辑复杂度，暂时没办法对相关功能进行修改。

目前相关工作暂时由 BTN 网络进行跨种分析接替，通过 BTNCollectedRules 下发规则拦截。
