Fix SDL3 speech not working on Windows

Speech stopped working on Windows with SDL3 upgrade.

Investigated and it is due to SDL3 starting xaudio2 as Single Threaded Apartment. Fix is required to pcaudiolib: https://github.com/msys2/MINGW-packages/pull/29863/changes

The MSYS2 dev got back and I'm inclined to agree that the change I made may not work in the general case even though it's fine for Oolite. msys2/MINGW-packages#29863 (comment)

I may have to try to initialise espeak-ng before SDL3 or have espeak-ng output to OpenAL or SDL3 audio instead of pcaudiolib which would be much better in the long run.

Maybe the fix is simpler than I thought. Oolite doesn't actually use SDL for audio. it uses OpenAL, so I can just change this:

I can simply not init SDL3 audio hopefully.
