With the ontap-nas-economy driver, use the same export policy for the trident_qtree_pool volume as with the qtrees

Filing this as an specific ask that came out of the dialogue in issue #709.

If exportPolicy is statically defined for an ontap-nas-economy backend, it would be better to use that same policy for both the volume hosting the qtrees and the qtree itself.
