Add ordinance extraction for Surface Water Availability

Add decision trees for Surface Water Availability as well as a parser class to run those graphs on the Surface Water Availability text. The following data should be extracted:

• Permit required, extraction permit required​
• Exemptions​
• Extraction limit (daily, monthly, annual), reporting requirements​
• Well spacing​
• Drilling window (depth)​
• Metering device requirement​
• Water management plan (well, district, drought)​
• Well plugging requirements​
• Transfer requirements ​
• Transfer costs​
