Packed types

Types like Float4x2_E2M1 would be useful for more readable bitpacked arrays.

This could be implemented as a StaticArray.

Using BitPacking.NArray, we could have e.g.

const Float4x2_E2M1FN = NVector{Float4_E2M1FN,2}
const Float4x4_E2M1FN = NVector{Float4_E2M1FN,4}
