Summary
Add the ability to compare two observers over an arbitrary time period, and return a report of how many (count and percent of total) flood packets were seen by A but not B, and B but not A.
Problem or motivation
Network reliability wrt delivery of flood packets can be quantified by comparing observers in different geographical positions in the mesh, and can be compared by comparing time periods before & after a network change (added or moved a repeater, changed repeater settings, environmental conditions, etc)
Proposed solution
Add new tool in Analytics tab "Observations" that presents a selection tool for two observers + start and end dates, a Compare button compares all flood packets and generates report described above. Maybe two pie charts or some kind of visualization in addition to the raw packet numbers and percent.
