Step export - modify Y up vs Z up

Would it be possible to have a setting to control if the STEP export is made with Y up (current default) to allow for the option for Z up? I am exporting to Rhino3D. Or better yet, would it be possible to add a .3dm export!?

The default for STEP files was recently changed to Z up. You can also change it if needed. See this PR's description for some more info. #9634
