Testing without NSight

Seeing how NVTX.jl is supposed to work without CUDA/NSight, its test should work on any system. Right now, PkgEval.jl fails NVTX.jl because it directly invokes nsys.

Maybe? It's nice to be able to test it profiles correctly though.

Sure, but then that part of the tests ought to be optional, no? Erroring out seems bad.
