Update pasture and forest area for land rent recalibration

Recalibrating the livestock and forestry land rent should probably use the pasture and forest area in the recalibration year.
Check to see if this makes sense compared to using the year 2000 physical area.

We don't use the recalibration feature for GCAM, so this wouldn't matter for GCAM, but it should be looked into
