As a developer, I want to retrieve configuration variables from a store so that I can avoid hard-coding the values

I'm realizing that Issue #3 is really two issues: one relating to security (an immediate issue blocking milestone 1) and one related to good coding practices. I'm relegating the security-related issue to the existing issue #3 and creating this one to deal with the issue of configuration variables.

This issue is related to using the AWS Parameter Store (see this comment) but not necessarily to the Secrets Manager per se.

This page is focused on sharing secrets, but is relevant to this issue because the SAM YAML shows how to reference environmental variables that point the application to the parameter store. Initially we would just paste the configuration path into the box at the bottom of the Lambda page, but eventually we'd set the environmental variable with something like this example.
