Feature request: Retrieve and view Coding Specs (Plan)

Feature request: Retrieve and view created plans.

Phase 1: Build a module that can retrieve and output plans created by coding agents.

• Define storage/source of plans
• Expose retrieval API (by session/agent/project)
• Output structured plan data

Phase 2: Visualize plans in Agent Base.

• UI to browse/view plans
• Link plans to sessions/agents
• Basic filtering/search

Notes:

• Align with existing event/action infrastructure if possible.
• Include a migration/compatibility path if plans were previously stored elsewhere.
